The Coastal Scents 28 Piece Eye Shadow Neutral Palette comes in the same plain black matte 9″ x 6″ case as the Contour and Blush Palette. The 28 shadow pans are about 1″ in diameter each. As the name implies, this palette is filled with all different shades and formulas of neutral eye shadows. The shadows in this palette are of good quality, just as all of Coastal Scents products, but possibly not as pigmented as preferred.  A primer helps this issue, but the majority of the shadows are still not pigmented comparatively to MAC or Urban Decay.  My  favorite shadows of this palette are those located around the outer edges of the palette, the most pigmented. The texture of most of the shadows is very smooth, but as the formulas in this palette are mixed, and a few are chalky.

This neutral palette would be perfect for anyone that is new to makeup and wanting to experiment with neutrals without purchasing large quantities of high end makeup. It would also be great for some one who prefers to save money on cosmetics as opposed to spending high dollar on a name brand. The Coastal Scents 88 Palettes are better in allowing for experimenting with the colors that would not get used very often and therefore you would not normally purchase high end. With neutrals, however, you may use them often enough to justify purchasing from your favorite high end brands instead.
